May 23, 2025Copilot Analytics helps customers measure AI to drive usage and business impact. In fact, customers using the Copilot Dashboard have increased Copilot usage more than twice as much as those who have not1. What gets measured, gets managed and we’re seeing this come to life with Copilot Analytics.
Reports focused on AI strategy, adoption and business impact can be found in the Copilot Dashboard and in Viva Insights, while operational reports for IT pros are available in the Microsoft 365 admin center and Power Platform admin center to enable better management and deployment of AI across the organization.
Starting in June, we’re streamlining access to our strategic reports by combining the Copilot Dashboard with the additional Copilot reporting available in the Viva Insights web app. This unified experience will provide broader access to Copilot reports and also offer a new report publishing functionality to bring custom published reports to those who need them.
In addition, the Microsoft 365 admin center is offering AI admins and adoption managers a growing set of usage reporting and insights on Microsoft 365 Copilot Chat and agents.
Let’s first look at the new unified experience, its key benefits and improved functionality, then walk through recent releases in the admin center.
Getting set up in the new unified experience
With the new unified experience, the Copilot Dashboard is integrating with the Viva Insights web app. Prior to the integration of the dashboard next month, users will be alerted with a notification banner displayed, signaling the upcoming transition from Viva Insights in Teams to the web app for advanced reporting in Insights.
On the integration date, the legacy location of the Copilot Dashboard in the Viva Insights Teams app will be updated with a splash page informing the user about the unified experience and providing a button to link the user to the new location.
It’s important to note that all Copilot Dashboard and Viva Insights settings and permissions will move over to the new experience so that customers do not need additional configuration.
Users clicking through the redirect button will land on the Copilot Dashboard hosted in the unified experience with a “product walkthrough” to help orient the user.
A wider range of Copilot reporting access
The Copilot Dashboard provides detailed reports on usage, adoption, and business impact to senior leaders and their delegates. These users can view aggregated insights such as the number of active Copilot users, Copilot license user readiness data, time savings and more.
The Viva Insights advanced analysis app, meanwhile, offers a wider selection of prebuilt reports, and the ability to create custom reports and data sets. Only users with the analyst role have had access to the advanced analysis workbench and this deeper library of reports and tools.
By consolidating these insights and analytics into a single interface, leaders and delegates can now access a set of the Copilot analytics reports that had previously only been available to analysts. Additionally, analysts now will be able to view the Copilot Dashboard. As a result, leaders, delegates and analysts will operate within a single tool with broader access to the insights they need to drive AI transformation in their organizations.
The new Reports page within the unified experience will provide users with an immediate value-add via out-of-the-box access to additional Copilot reports. These reports are available without any setup requirements and contain aggregated insights that previously had only been available to analysts.
At launch, the below set of reports will be available on the Reports page. Additional reports will be graduated to leaders and delegates through this experience over time, thereby enabling even more access to reporting value that will enable users to make informed decisions and drive organizational success.

In addition to their new access to the Copilot Dashboard and the new Reports page, analysts will maintain access to the complete set of legacy advanced analysis tools, within this unified experience.
Seamless and impactful report publishing
Along with this release, the ability for analysts to publish out-of-the-box and customized reports to the Reports page of this unified experience will be available in public preview.
Published reports will appear as a card on the Reports page in the unified experience for the recipient audience to enable easy access and discoverability of relevant content. The published cards will contain a customized entry point where recipients can click to view the custom published report with no additional setup required.

Track adoption of Microsoft 365 Copilot Chat and agent usage in Microsoft 365 admin center
To help inform M365 Copilot license allocation and AI adoption strategy decisions, the Microsoft 365 admin center is offering AI admins and managers a growing set of usage reporting and insights.
Understanding adoption of M365 Copilot Chat
The Copilot Chat usage report is designed to help AI admins understand how Copilot Chat is being adopted and used across their organization by users who have not yet been assigned an M365 Copilot license. This report provides visibility into user engagement, including insights into total and average daily active Copilot Chat users, app-specific usage (e.g. Microsoft Edge, Microsoft 365 Copilot app, Teams, and Outlook), and last activity dates per user. Admins can filter usage data by app, export it to Excel for deeper analysis, and monitor trends over 7, 30, 90, or 180-day periods. In an upcoming release, the report will include total prompts submitted in aggregate and at the user level. This level of visibility helps organizations assess usage for those without a M365 Copilot license and the extent to which these users are leveraging Copilot Chat in your organization.
Tracking metered consumption of agents in M365 Copilot Chat
As organizations are leveraging agents in Microsoft 365 Copilot Chat on a metered consumption basis, a key requirement is to understand consumption details to gauge the cost impact and inform agent management decisions. Now rolling out to public preview, the Message consumption report in the Microsoft 365 admin center offers visibility into total messages consumed, cumulative and daily trends, and message consumption details per user, agent and user-agent pair.
Planning for M365 Copilot license acquisition and user license assignment
To support M365 Copilot licensing decisions, the Microsoft 365 Copilot usage report includes a ‘Readiness’ section including license eligibility requirements, assigned and available licenses and user-level readiness details. To help prioritize license assignment, the report helps identify suggested candidates for M365 Copilot licenses based on a data-driven user propensity model. As we continue to develop this experience, the Readiness section of the report will be renamed to ‘License planning’ and include enhancements to better inform license allocation decisions. Over the coming months, the report will be redesigned to display the total number of Copilot Chat users, M365 Copilot license requests, total eligible prerequisite licenses, M365 Copilot available and assigned licenses, with enhancements to the user-level readiness details.
Measuring M365 Copilot license utilization
Once M365 Copilot licenses are assigned, the ‘Usage’ section of the report gives you visibility into M365 Copilot license utilization. Today, the report includes tenant-wide enabled users, active users, the active user rate, and active agent users. To understand Copilot usage by app, the report displays enabled and active users per app, including the M365 Copilot app, Microsoft Teams, Outlook, Word, PowerPoint, Excel, and more. The report provides visibility into Copilot Chat usage for M365 Copilot licensed users with segmentation by Web and Work grounding, as well as the number of active users of agents in Microsoft 365 Copilot. AI admins can view user-level last activity for all metrics included in the report.
Driving M365 Copilot adoption
Finally, to support AI adoption managers, the AI adoption report — now generally available in the Microsoft 365 admin center — offers a simple and effective way to measure your organization’s adoption of M365 Copilot and compare your adoption with other organizations like yours.
The report features the AI adoption score, a 100-point scale that quickly conveys the extent to which your organization has made M365 Copilot an integral part of their daily work. The AI adoption score is determined by measuring the extent to which licensed users engage with Microsoft 365 Copilot at least three days per week on average. This three-day benchmark is used because users who meet it are significantly more likely to become consistent, long-term adopters. If all licensed users in your organization have reached this threshold, your AI adoption score is 100. In addition to the score, the report also offers usage frequency and key feature-level usage insights.
